apart of "artistic style" is there any other explanation that's commonly stated? thinking of cheaper production / higher circulation count / survival bias (cheaper material) / etc ?

Debasement and clumsy portraiture are correlated in the sense that political chaos tended to produce both. But I've seen decent portraits on 3 C. denarii that were practically all base metal, and clumsy ones on 6 C. solidi that were pure gold.
