it's a little more cunning. When you say something is bad/harmful, you expose yourself to a burden-of-proof situation when someone asks you for hard empirical evidence of harm. 'Problematic' is an attempt to evade that
In common usage, especially on the far left, "problematic" is usually just a pretentious synonym for "bad." If you replace the former with the latter, you see what's actually being said.

I disagree. Problematic is definitely a euphemism but it’s employed for diff reasons. Usually to avoid saying something is racist, sexist, etc directly because that would be impolite in most circumstances

For sure "problematic" is a legitimate word with a distinct meaning. That's one of the things that makes it annoying when people use it as a synonym for "bad."
