          Underground road network for cars, trucks, and garages. Above ground walking and bikes.

          I would reverse this - underground tunnels for pedestrians and bikes (especially useful in places where it snows a lot) and above ground for cars, buses and trucks.

          You put bike lanes above the roads. Cars don’t have to worry about cyclists pedestrians; cyclists and pedestrians don’t have to worry about cars. I’m not an engineer or a city planner but I don’t know why this isn’t already the norm.

          I wonder about moving to an all-helicopter approach for that and other essential functions (police, fire, etc). Trucks and things like food supply would still be significant issues.

          Weather conditions (likely unmodifiable) and cost (modifiable, but scale questionable) are prohibitive right now. Do you anticipate significant enough of a shift to make this feasible? Or are you answering in the ideal sense
