I doubt that they are complaining. Its likely they are not submitting or accepting, perhaps even rejecting. You used the word - dissatisfied. Complaining smells of a helpless story, rather than an ownership story. Quite opposite to how scientists behave.
Complaining is being dissatisfied and saying so. I've read a lot of biographies of scientists who did that before fixing the problem they complained about.

Is it that the more one complains about something, the more irritated one gets and hence may decide to take action to solve the problem. Maybe complaining that leads to working on a solution is good. But pure play complaining and doing nothing about it is a definite killjoy!

Even if you’re not planning to do anything about the problem, your complaints could add to a chorus that motivates someone else to work on the issue. Not magic, but they bear at least a little information.
