How can one ignore one of the richest markets in the world. Isolation is always an option (see GDPR). But at what cost? There is a limit until where cowboy libertarian approach can work. See current state of AirBNB and Uber in EU. There is a cost to enter the market.
The answer to your question is: initially. And what that in turn means is no startups involving content get started in the EU.

Depends how early they are. If they're early enough, I'd say start the company in the US.
