Hypothesis: Cities should be designed to prioritize (individual) travel in inverse proportion to speed. E.g. give walking priority over cycling and cycling priority over driving. Maybe even give sitting priority over walking.

This might favor people who can work and live in the same area so low-income people will have a hard time getting to their workplace (given the impact this will have on rent).

Yes because Europe has old centers, but many cities got plagued by « fonctionalism » too (nb: Le Corbusier wanted to put walking underground to reserve the streets for cars -in his utopia city-).
