Universities could band together the same way states are trying to switch to popular vote: a pact to all drop Elsevier at once if X% of big universities sign pact. Underrated game theory strategy.

In this case they may have enough incentive to do it on their own. But still hard to make the first moves and create enough opportunity for the alternatives to win.

Are there any good startups you have seen that are attacking the legacy publication process? The notoriety function of journals seems hard to replace.

It seems people are publishing both on conferences and arXiv now. The reviews happen in openreview normally. I'm not sure if the notoriety from a journal is that important anymore, good papers end up generating some buzz in social networks/etc and cited more.
