I think it means common in the sense of shared (= nonspecialized), not common in the sense of frequent.

Fair point. I've always considered it to describe the low-bar of "sense" one can reasonably expect a person to have. But your definition is more logical. What considers common sense shouldn't vary from person to person. :)

maybe the reason why common sense is not so common is that we expect other people to have a similar context and therefore shared perspective. which, considering the level of disparity in wealth, religion, social class, culture, politics and gender, might’ve been too optimistic.
