Systemic corruption is hard to fix, and won’t be fixed just by “fighting” it (e.g. more enforcement). The way to fix it is to drastically reduce the ability to grant favors (though I don’t know how to do that). Until then, raising taxes is just lining more pockets.

See below where @opendna suggests it’s almost the opposite. The damaging kleptocracy in the US exists because we don’t have a tax rate to enable a more efficient government monitoring of the infrastructure construction process.
