Two people can talk themselves into doing something neither would do alone. This force has a dark side. It drives bullying and, for large n, mobs. But it also produces some amazing things.

There two baseline options that are mutually exclusive: 1. Highly moderated, even minor infractions get you banned. 2. “Just a pipe,” completely open, full developer access, maybe open source.

Then on the UI there are some baseline choices as well. It could be: A. more conversation/chat like a la Slack, or B. more of comment board a la Hacker News / Reddit.

Sorry to push on this. Having worked at Twitter I just find that most people complain about relatively minor stuff that Twitter has just failed to execute on, rather than the first principles of the platform.
-
For example: Editing tweets. People complain being unable to do so all the time. It’s a minor change, just Twitter hasn’t gotten it done. Same for more characters, better hashtags/trends, etc.

(1) Products should mimic society. Unfortunately society as a whole is large and messy. That’s partly why we gravitate towards our communities and tribes (people that have something in common). I think Twitter is too big to not have the concept of groups or communities.
-
(2) here’s how communities/groups could work on Twitter: - you can tweet inside a group and it would stay in that group. - the group sets its own standards. if someone isn’t meeting those standards, they get kicked out - you can also tweet out to the general public as well
