I think he knew it had practical application and just didn’t know what to do about it. I read somewhere that after he created Information Theory, he showed up at Bell Labs and just rode around on a unicycle. He had no idea what to do next.

He knew information theory could be applied to pulse code modulation but he didn't care that practical applications existed.
