My 10 year old asked how to be good at things. I told him that how good people were at something depended on: (a) natural ability, (b) practice, and (c) how into it they were.

It seems you need to unpack "being good at" - you can be the best x in the world, but if you're not recognized for it, it basically doesn't matter.

I disagree, for example you can have luck in finding a mentor, or luck in being recognized which helps you get more into it, or luck in having a billionaire parent so you don't have to spend your days washing dishes to pay the rent.

Having an environment which facilitates learning (good teacher, learning materials, ability to experiment, etc.) certainly does help. Since these circumstances often do not depend on individual they might be described as 'luck'.

Luck isn’t a byproduct. There’s a reason poverty is cyclical, and it has nothing to do with a, b or c. Do you think people in poverty are less naturally talented, generally speaking? Do you think they don’t work hard? Do you think they lack passion for things?
