Or it could be that ever more users are using it on phones, which in turn means constantly checking Twitter. Or that Twitter has somehow changed itself to make people check it more frequently.

Likes have a sharper spike than they used to. Twitter must be predicting what people will like and showing it to them. But only till there's something else to show them. Which means from the consumer's POV, Twitter has sped up.
