With all due respect, her full quote has a conditional whereby the same society allows for others to live in abject poverty. In other words, let’s collectively try to focus on the bottom half before worrying much more about the tippy top.
I'm all for collectively focusing on the bottom half. But if that's truly your policy, why even mention billionaires? I don't think she'd be that clumsy in expressing her message. So I think we should assume that what she said is her message.

Because she was critical of the system that allows for it. It wasn’t personal, if you read the context. It was also the same time as Davos, so billionaires are in the news. If anything, she is critical of people idolizing billionaires while not caring enough about poverty.
