The top tax bracket would be hitting the .1% not the 1%. Do you have numbers for that?
Numbers presumably exist, but I don't have them. However, since the difference between the official and effective rate was due to tax avoidance, and the .1% can hire highly skilled experts to help them in this department, I predict the difference was as great or greater.

It supports an important point: that the tax burden on lower incomes is too high. But it contradicts the point you started with.
Of course the official tax rate differs from the effective tax rate, because it is a marginal tax. A discrepancy there is expected. How much of one requires more data on income distribution; that chart by itself doesn't demonstrate that it is due to tax avoidance
