When you see a mob doing something, it should make you less likely to do it yourself, not more likely.

For most people that is in fact a reasonable response. When startups are fashionable, they get started by people who aren't suited for it, but who are caught up in the hype, and these companies inevitably come to grief.
People who had the thought "I should start a startup" in 1999 should have been much more skeptical of it than those who had the same thought in 2003.

the word "startup" is is just a terminological rebranding of "business", emphasis being on the "start". A big tell on the shift in culture.
