You shouldn't. You should start from the other direction: make something that solves an immediate but narrow need, then figure out how to expand its scope.

Government has tons of products that serve a narrow need and don’t interop. Part of the problem.
From narrow to broad? I would have reasoned the opposite direction as @nickkarram asked. There are chances that a narrow path may not have a wide scope application. How do you avoid this?
