In cognitive psychology, this phenomenon is called "Incubation effect". This can be used to tackle problems that we get stuck with (in a local optimum) and your brain will go through a wide traversal of solution space when you’re ‘resting’ and getting to a global optimum.

Not overactive but without constraints - if you consusly activate and create lots of neuronal "connections" around particular them "random" walk of thoughts will mainly go through this connections. It works best affter

I was referring to visual, verbal and other cues that trigger impulsive/habitual thoughts that kind of behave like unwanted programs that keep computers busy draining available energy/bandwidth!
