I realize this sentence is hard to understand. I wrote it this way because it seemed hard to understand in an interesting way. So hard to understand that I got it wrong myself the first time! Thanks to @Benjie for this corrected version.

It was technically okay the first time but very hard to parse. This version would be more clear if you inserted a who: 'the people who the people you believe...'

I tried to make the minimum changes necessary to make it syntactically valid (at least for UK English); I believe the complexity of parsing it is part of what makes it an interesting statement.
