Eh, a typical rationalist position is to say that panic and anger are never good. But I think of them as, essentially, emotions that lead to action.

Maybe the distinction is internal vs. external panic: feeling a lot of anxiety about being in a densely packed crowd and determinedly moving towards an exit vs. yelling and flailing and potentially sparking a stampede.
