Usually those people have one hit and name-recognition. The industry has perversely limited financial innovation and so spends money in an endearingly old-fashioned way with a massive overreliance on the availability heuristic. Greenlight iff can remember similar thing succeeding

This seems right but I have no idea. It seems like you can also get the green light if there's a risk another film co. will succeed with some concept -- hence you see pairs like Deep Impact and Armageddon.

What happened in that case was because an idea was hot it got greenlit independently, and because no one could remember something similar failing it went ahead. It also happened with The Prestige and the Illusionist, A Bug's Life and Antz...

Good list, and there are many others. I guess I could buy that they were all independent, though the temporal proximity at least makes it plausible with each of these that one led to the other.

The connection doesn't come from the projects. It comes from certain ideas going "around town". The Illusionist and The Prestige were both in development independently for a while but got made at the same time because the idea became hot.

I guess what I don't grasp is idea promiscuity. (I'm familiar with the concept of movies being 'in development' hell for a long time.) Who determines when an idea like that is hot, and how does it become common knowledge?

Basically parties in the Hills. Back in the age of sitcoms it was somewhat more obvious when you would see them do similar gimmicks around the same time when they couldn't have read each other's scripts.
