Yeah I think the social proof is what you get with possible community threats that are hard to falsify - witchcraft, chemicals/radiation, children too young to be reliable witnesses, etc

(rephrased) In this case, social proof isn't just "evidence produced by oral means," but also that "people respected by the community believe X is guilty, which means you don't have to feel guilty for also believing the same thing."

In other words, you get "safety in numbers" effect that ensures you can feel reassured believing something potentially inflammatory -- literally the same effect which causes wildebeest to travel in massive herds.
