Steve did nothing wrong. Inter-ownership relations are who/whom, mine/yours, no? Citizenship is a club good: egalitarian rule of law within, who/whom, mine/yours, without. We can employ price controls if you want but you won’t like the results...

Steve didn’t ask whether the victim was a citizen. According to your explanation, since we don’t know if the victim was in the club, we can’t apply the rule of law standard that applies to only those in the club. See?

Knew I should’ve said citizenship/residency...the point is that it’s appropriate and desirable on propertarian grounds to control population inflow/outflow such that people’s (incl Steve’s) natural presumption of another’s co-membership is roughly accurate.

On one hand tourism levels feed into people’s priors re expected co-membership, otoh there are expectations re guest behavior - eg a tourist who visited in order to riot would reasonably be considered some kind of invader by all extant cultures
