My suspicion is that "normalize" in the (mis)sense under discussion migrated from the phrase "normalize relations," as between two countries, meaning restore to harmony not return to normality. The ugly shift, to my ear, is applying the verb to persons, which doesn't make sense.

A few years ago these exact same ppl would’ve meant “normalize” as erasure or domestication of some threatening queerness. A big no-no. Now it’s still a no-no but directing against the other pole of heterogeneity.
