"knowledge is power," but not in the sense of an identity, but rather something like a thermodynamic relation: knowledge may be cashed out for power, or power exerted to win knowledge. One presumes pure knowledge is powerless, and power ignorant, but the two are always mixed.

It seems to be literally true that there is no perception at the moment of action, because perception is momentarily traded in for action (induced by a strong prediction of that action) etc. I can give a ref!
