How do rogue waves factory into the design of floating cities?

Deep ocean floating cities have to deal with waves, and are built for largest expected wave during lifetime. "Rogue waves" are simply an observation that standard wave height models are wrong, and larger waves occasionally happen. So, build a little bigger.

When designing a DOFC how many sigmas above the mean is the largest expected lifetime wave? How many sigmas would it take for you to feel comfortable enough to live on a floating city?

This is well documented, you can find the wave height distribution models by googling. Including rogue wave height/frequency studies. Historical data per region is harder to get for free, also hard to summarize...different heigh in different regions.
