2/ Security via legacy regulatory system is still pretty darn good. For example, it's much better than nothing (

Good point, but remember it also includes dynamic adjustment via the Target Rate Feedback Mechanism. So, a hybrid. The collateralized regime seems likely to be much more frequent, but crisis behavior determines stability.
