Because why would you? Companies are flooding in cash without any commitment. Why would you change that?

The pressure for the change will have to come from the buyer side, of course. Can't expect sellers not to take free money. My fear is that a lot of resources will be wasted before buyers learn.

My fear is that those who learn exit the market, and leave a vacuum that's filled by new uninformed "investors". This will be a long long cycle. Kerp in mind that people are losing their money trading, not at the ico, so ICOs will take even longer to cool down
