Regrebrah Xat: Since the right to administer a Harberger Tax could itself be captured by a suboptimal authority, that right should ALSO be reassignable via a bidding process. The entity bidding the largest per-resident rebate (‘xat’) may assume the role of tax/services authority.

To a first approximation, yes, but I don't see anyone administering the Harberger tax necessarily...it can run as a smart contract. And I don't see it necessarily being geographically-aligned.

but if the smart contract is underperforming, how is it displaced with a new one? conjecture: another entity/smart-contract able to make larger rebate payments to stakeholders-of-interest could assume the rate-setting & revenue-disbursement, just like other property-transfers

it's more of a turtle ourobouros, & I don't yet see any technical barrier to treating tax-authority like any other challengeable property title. historically, charters from a Sovereign were a bit like this, but this'd be a charter from all citizen-stakeholders with no middle-King
