Well, there's a place in the funding ecosystem for growth capital, as well as startup capital. Not that we have the latter quite yet for cities, but in practice they've often been separate, as the skill sets/viewpoint required are so different.

The World Bank isn't useful for charter cities capital, other than the IFC, which is organizationally semi distinct. The World Bank is useful for political support and technical expertise. Just surprising to see such an explicitly anti innovation mindset expressed
