In many cases laws or precedents do offer step by step rules. For example "three part tests" for rule application. Now, the parts/steps usually involve evaluations like intent. But those evaluation happen within very simple procedural steps (if then else).
What you're talking about is how rules are applied, not how they are expressed. The rules are expressed declaratively, and then the human being creates a procedure for determining whether or not it applies. The order of the "steps" is typically irrelevant.
