"Code is Law", as @lessig famously said. But for a decade now, people like myself, @balajis, @paulmromer and Tom Bell have been pointing out that Law is Code too: laws are lists of procedural instructions executed by judges and arbitrators as the CPUs.

What you're talking about is how rules are applied, not how they are expressed. The rules are expressed declaratively, and then the human being creates a procedure for determining whether or not it applies. The order of the "steps" is typically irrelevant.
