I've been toying with similar ideas for years. Sure, not claiming it will miraculously fix all problems - I mean, we have all these tools for code and yet software is not perfect. But even a small improvement in the quality of governance would be great - and an increase in the rate of improvement would be awesome.

The problem I fear are not technical. The intention is very good, I am sure. However, I suspect we may not have the wisdom to make this a good platform of governance. Making this open source is definitely a right step though and I'm glad you are trying!
