I tend to see it, like most things, as more incentive-driven than villain-driven. Certainly the antipathy by modern elites towards traditional power sources like religion doesn't help.

That seems important but not the same as what I'm describing. Even in a clan society, rapid tech change causing rapid social change mean new rules are needed. Maybe a kinship group innovates faster or better but their cultural capital still depreciates faster.
