I'm treating both names as shorthand for regimes (which is the common op. ed. usage).
Well, that's a more interesting question. I still say Putin regime, because Russia is much more of an empire/world power than Germany. Also Germany's self-harm contributed to a positive counter-reaction (Brexit, Hungary, etc.) but I see no silver lining from RU empire reboot.

For anyone with Jewish ancestry, I can predict they will have a negative view regarding Russia and be right about 95% of the time. This is not intended to be a judgement in any way, just an observation.
