VOY could have had significant consequences (a less extreme version of Year of Hell over a longer time frame would have been fascinating), but outside of recurring characters/species with changing loyalty scores & some slight changes in abilities there wasn’t much going on.

I would agree.
@JeffLonsdale using BSG not having a plan as his first example is telling of what he means: 8 love BSG but it's clear (even without the creators' later admission) that they made up the Cylons's plan as they went rather than from the get go
