The main obstacle to obtaining building permits in California is not NIMBYism. They are difficult to obtain anywhere in the state because of structural engineering and energy efficiency requirements that require engineers to sign off the plans. Liability issues are the obstacle.

Hyper local control gone crazy. There's a huge number of neighborhood centered hoops you have to jump through,each one enabling neighbors to inflict their personal conerns on the process as a whole. Plus, there are neighborhood groups that are just flat out anti-housing.
