I don't think you can build enough to truly make housing affordable. Affordable means $1-2k rent, $250k starter home.

Manhattan is denser than SF can be (seismic) and NYC fails to reach my affordability metrics. There are too many commuters.

Unlike most other cities, SF has a limited geographical area restricting growth. Overpopulation is the real problem that must be dealt with.
