a huge amount of housing before you beat returns to scale. Would SF housing be long-term cheaper with 50% more supply?

Not obvious to me answer is "yes". (For example: the *last* 50% we added didn't decrease cost!)

Right. There are two considerations -- marginal return to scale and supply/demand.
