@patrickc do you think the decline of fast projects [1] in recent decades is due to increased labor safety laws?
I want to believe that projects take longer today because they are built safer, but surely that can't explain the CA HSR, for example.

I think that’s likely part of it, though it’s worth noting that the construction of, say, the Eiffel Tower was extremely safe. @LHSummers’s diagnosis of “promiscuous distribution of the veto power” seems broadly right to me.
