ah okay, my bad! but i still maintain that only looking at costs is gonna give a lopsided analysis of whether infrastructure is worth putting (sometimes a lot of) money into

I agree with points about infrastructure cost disease and infrastructure dev aversion. But 40M EUR is quite misleading. Real cost of labour, steel and land was also vastly less at that time & regulations were less/absent. So, it's not just cheaper, world is different too.
