Which part of construction is not expensive anymore? Is it the cost of acquisition of the land or the cost of acquiring permits or the labor cost or the materials cost?

Mostly it’s a matter of the (lack) of productivity improvement in construction vs manufacturing. Construction productivity improvement is relatively flat, whereas over just the last 10 years manufacturing productivity has doubled.
