Indoor and underground space is used very efficiently and effectively, that is part of it I believe.

Less cars.

Bingo! Less space for cars, which results in less cars. Cars are the dominant source of noise pollution in most developed human habitat.

The cultural contrasts with other major cities are fascinating. I quite happily wandered around Tokyo for several days just taking in the ways that everything is so different to what we're used to in the west

The roads are maintained but it's also prohibitively expensive for most people to own a car. They just see less damage in general.

I once visited my brother who was studying for a year in Japan. We were walking around and I was amazed that it was basically as clean as the gentrified areas in the South Bay. I looked up the population density in the area and it turned out to be similar to that of Manhattan.

When I told him this he said that this was actually the dirtiest part of town he had ever seen. The infrastructure and cleanliness in Japan really makes me jealous.
