There are versions being undertaken today by groups like https://translationalresearch.org/ , which back researchers where they are to do translational work. But, ask researchers about barriers: they cite network & culture. Squeezed by a very rigid monitoring / "qualitity control" system, I have much to say about this. It has become increasingly difficult for principal investigators to do actual research instead of just managing teams.
