Perceptions are so important in this space (IMO), I think it's a big advantage to free university, rather than a system of grants and scholarships. In Ireland, people perceive college to be free and therefore socially inclusive, in the US it is perceived as expensive.

I moved to a new town in 9th grade with terrible grades from a poor town. When they asked me what my plan was I said "try to go to MIT". No counselor took me seriously but the principle heard and said, once, "let's try to make it happen". It definitely made an impact
