Managers of managers of managers is always a bad recipe.
People management skills, particularly in Engineering, are highly underrated. I find many companies promote great ICs to be Eng Managers, then they aren't set up for success bc being a People Manager is a completely different job.
I think companies would benefit from more experienced People Managers for Engineering, even if the managers don't know how to code.
