Really loved that article but there is a discontinuity in funding sources below the elite universities; most universities (by count and by student population) are primarily dependent on tuition dollars and have minimal contribution from their endowments.

The killer fact of endowments is that ou can only spend the returns. Even if endowments are enormous you don't get to touch that money, even in a potential bankruptcy scenario.

This is entertaining but wrong. The charity status of universities does NOT depend on having students who need financial aid. The research mission is enough to earn status as a public charity.
-
What is the moral argument used to justify why elite private universities have to have such limited enrollment in the face of clear public need and growing demand?

Sure, and Stanford nearly opened one in NYC a decade ago. Not saying universities shouldn’t expand supply. They should. Saying the social value of universities has at least as much (more?) to do with research as with undergrad education.

If you mean campus-based enrollment, seems unlikely that we'll see major expansion. Incremental. More effort will be put into lifelong learning (what's so special about education people 18-21 yrs old?), using facilities in summer, and online learning. Or so I'd predict.
