Up until Trump came to power, in policy too (though Clinton and Reagan were even more pro-immigration). The only thing that changed, politically, was that we elected Trump. Do we want to look at 2016 as a popular referendum on immigration? I say no.

Isn't it possible this just shows the US favors more immigration because levels are currently too low? The US typically has a million new residents a year, Canada has a quarter of that with just a tenth of the population.
