FWIW I think that makes total sense in certain situations. I'd pay for annotations by experts for certain books (not just non-fiction, but also old classics) since they'd add value to the experience

This already exists to an extent. Some science publication platforms have book reviews so your fellow science buddies can read reviews of books. I can't help but see these ideas as ballooning into rentseeking your friends.https://twitter.com/ultimape/status/887822091495632896 …
