It’s largely folks who would consider moving to London, and consider Tokyo a more interesting London with sharply less crime and markedly lower rents.

If their employers aren't Japanese, how can they live and work remote there? Under a tourist visa and getting in-and-out of the country every n months? Or is there a special visa for these cases? Very interested in this kind of information!

Employ under a local subsidiary of the company, joining a contracting firm and then having the company purchase one’s services through it, working holiday visas for countries which support it, etc. Also quite a bit of “How likely are they to find out?” in my experience.
