No. Can't compete with current e-bike service. Story could be different if the current system were not e-bike. For longer distance, subway always on time is the choice in Tokyo.

I think there is a middle layer where people may not always have access to a car, especially for shorter distances. In those cases they probably take bikes though.

I think they would have worked very well in Gifu if proposed as accessibility devices for older folks.
